1. In a saucepan, combine sugar and water over medium heat. Bring to a boil, then simmer for 20-25 minutes until thickened and slightly golden. Remove from heat, stir in lemon juice, and cool.
3. Preheat oven to 350°F. Trim phyllo dough to fit dish. Brush dish bottom with clarified butter. Carefully lay phyllo sheet in dish, brush with butter.
